סיכום פעילות תעאיוש בדרום הר חברון ב – 4/12/04


ביום שבת, ה – 4/12/04, יצאנו כ – 30 פעילים, ישראלים ובינלאומיים, לחריש באיזור דרום הר חברון. הפלסטינים, תושבי האיזור, ניצלו את יום השמש הבהיר, על מנת לחרוש את אדמותיהם בכמה נקודות שונות, ואת נוכחותנו באיזור כ"תעודת ביטוח", במקרה שיופרעו ע"י המתנחלים או הצבא. ברב המקומות החריש התנהל באין מפריע. אולם, כאשר הגענו לח'רבת טוואנה, הודיעו לנו שותפינו הפלסטינים כי רכב הביטחון של התנחלות מעון ראה אותם חורשים בואדי שמתחת לחוות מעון והזעיק את הצבא. החיילים שהגיעו למקום מנעו את המשך העבודה. עם הגיענו לשדה, הציגו בפנינו החיילים צו שטח צבאי סגור שהיה מוכן מבעוד מועד לקראת הגעתנו. כמו באירועים קודמים ניסו המתנחלים להפעיל את הצבא על מנת לגרש את הפלסטינים מאדמתם.

השדה הספציפי בו התבצע החריש נמצא באיזור סמוך מאוד לכפר ומרוחק למדי מההתנחלות, ונאמר לתושבים באופן ברור ע"י קצין המת"ק (מפקדת תיאום קישור), כי אין צורך בתיאום בכל פעם שברצונם להגיע לשדה. בזמן המסיק לא היו כל קשיים להגיע לכרם הזיתים הסמוך ולמסוק את הזיתים ללא תיאום. במת"ק אף אישרו טלפונית כי אין מניעה להמשיך בחריש וגם המשטרה, שהגיעה בהמשך, לא מיהרה לאכוף את הצו שהיה בידי החיילים ולפנות אותנו ואת הפלסטינים. למרות זאת, מפקד הכח (ככל הנראה מ"פ בגדוד המילואים שמחליף במשך חודש את החיילים הסדירים הנמצאים באיזור והידועים בחיבתם הרבה למתנחלים), התעקש שיגיע קצין מת"ק לשטח ולא הסכים כי החריש ימשך. לאור נסיוננו בעבר לא ציפינו כי יתאפשר להמשיך את החריש והחלנו לדון באופציות העומדות בפנינו. להפתעתנו הרבה, לאחר שנעשו מס' טלפונים בעורף והגיע מפקד הגדוד למקום נאמר לנו כי ימצא פיתרון לבעיה. נראה כי שיחה של ח"כ רן כהן לסמג"ד לא הזיקה. לאחר שעתיים של ויכוחים עם החיילים והשוטרים ולאחר שהגיעה קצינה מהמת"ק לשטח, אפשרו לפלסטינים להמשיך בחריש, בתנאי שאנו נעזוב את השדה, והודיעו להם כי בעתיד יאלצו לתאם עבודות חקלאיות גם באיזור זה. איש הביטחון של ההתנחלות מחה בתוקף על המשך העבודה וטען כי אם יאפשרו חריש ללא תיאום ולא עפ"י הנהלים הפלסטינים יעבדו את אדמותיהם ללא הגבלה!   הפעם בניגוד למקרים קודמים, המתנחלים הצליחו לעכב את העבודה אולם לא למנוע אותה כליל.

באותו זמן התקיים חריש גם בסמוך לח'רבת שעב אל בוטום, שאדמותיה גובלות במאחז הלא חוקי מגן דוד. בבוקר הגיעו שני מתנחלים מהמאחז עם כלבים וגירשו את הפלסטינים מאדמתם. כ- 10 פעילים הגיעו למקום על מנת ללוות את התושבים בהמשך החריש. המתנחלים לא נראו יותר בהמשך היום והתושבים הנרגשים חרשו שטח גדול מאוד, שלא נחרש מזה כמה שנים בשל התנכלויות המתנחלים.

 

לסיכום, נראה כי נוכחותנו באיזור חשובה ביותר ומאפשרת לפלסטינים לקיים את זכותם הבסיסית לעבד את אדמותיהם. אנו מתכננים להמשיך ללוות פעולות חקלאיות באיזור דרום הר חברון גם בשבועות הבאים.

Summary Ta'ayush activity South Hebron 4 December 2004
 
On Saturday, 4 December 2004, about 30 activists, Israelis and internationals, went to help in ploughing in the South Hebron region.The Palestinians took advantage of the sunny day and our presence in protecting them (from the army and the settlers) and ploughed the land in a few places.
In most of the places the work continued unhindered. However, upon arriving to Khirbet Twane, our Palestinian partners told us that the security vehicle of the Ma'on settlment had spotted them and called the army.
The soldiers that arrived prevented us from continuing the work. They presented us with a "closed military zone" warrant prepared just for us. As in previous cases, the settlers use the army to prevent the Palestinians from cultivating their (the Palestinians') land. The specific field was close to Twane and far from the settlement, and the villagers were told previously by an officer from the liaison HQ that no permit is required for working in that field. At the olive harvest, finished not long ago, no permit was required for a nearby olive grove. The liaison said in a telephone convesation that indeed no permit is needed, and the police that arrived did not hurry in enforcing the warrant and removing us from the field. The commanding officer (a reservist, so were the soldiers. They replaced the regular conscripts usually stationed there that are known for their support for the settlers) insisted that the liaison officer arrive and did not let the ploughing to continue. We thought that the ploughing wil stop and started to think about the options ahead. To our surprise, after a few phone calls and the arrival of the battalion commander, we were told that the ploughing will continue. It seemed that a conversation between MK Ran Cohen and the deputy battalion commander helped as well. After two hours ofarguments with the soldiers and policemen, an officer of the liaison arrived and said that the Palestinians will be able to carry on, if we leave the field. Future work in the field will have to be co-ordinated. The settler security person protested, and said it will enable the Palestinians to work without any limitations!
The settlers delayed the work but did not succeed in preventing it, as in previous cases. 
That time ploughing took place in Khirbet Sha'ab ElButum, whose lands border an outpost called Hazon David.
In the morning two settlers arrived with dogs and intimidated the farmers and removed them from their land.
About 10 activists arrived and accompanied the Palestinians that ploughed a large area that was not ploughed for years because of the settlers' harassments.
 
To summarise, it seems that our presence is important and enables the Palestinians to uphold their basic right to work their land. We intend to accompany further work in the following weeks.
