במהלך החודשים האחרונים היו מספר התפתחויות במאבק של הכפר דאר אלחנון להכרה. בוועדת דאר אלחנון חשבנו שזה זמן מתאים עכשיו לעדכן את נשות ואנשי תעאיוש על המתרחש בכפר, שעימו יש לנו קשר חם, מתמשך ורצוף.
רקע
כמו שרובנו יודעים, דאר אלחנון הוא כפר לא מוכר בואדי עארה, סמוך לערערה. תעאיוש החלה את קשריה עם דאר אלחנון ב-2001 במחנה עבודה מוצלח מאוד שקיימנו בשיתוף עם התושבים. במהלך ימי העבודה סיענו לתושבים לצפות באספלט את דרך העפר בכניסה לכפר, וגם בנינו מגרש משחקים קטן בסמוך. עוד על ההיסטוריה של דאר אלחנון ומאבקו ראו בקישורים בתחתית העמוד.
מאז המחנה, תושבים בדאר אלחנון הפכו לחברים פעילים בתעאיוש, ותעאיוש מצידה המשיכה בהשתתפותה במאבקו של הכפר להכרה. למאבק זה צורות שונות, מהפגנות בואדי עארה (האחרונה שבהן בינואר שנה זו) ועד שליחת מכתבים וארגון לובי פוליטי למען הכפר.
התפתחויות אחרונות
לפני מספר חודשים, אילן שדה, ראש המועצה האזורית מנשה, אליה דאר אלחנון משתייך, הסכים לראשונה שהכפר יופרד מהמועצה וייכלל כשכונה בישוב ערערה הסמוך לו. בו בזמן, ראש מועצת ערערה ג'מיל מרזוק הסכים לסיפוח דאר אלחנון לערערה. הצעה זו מקובלת על תושבי הכפר, המקווים שצעד כזה יאפשר להם לזכות בהכרה רשמית ובשירותים המוניציפליים הנלווים אליה (חשמל, טלפון, דרך סלולה וכו').
לאחר סיכום זה, קיים מנכ"ל משרד הפנים, אוסקר אבו ריזק, מספר ישיבות בעניין, אחת מהן בדאר אלחנון. הצעד הבא בסיפוח דאר אלחנון לערערה אמור להיות, כך נאמר לנו, הכרזה של שר הפנים על כוונתו לבצע סיפוח זה, ובעקבותיה הקמה של וועדת גבולות לצורך ההליך הרשמי. ואולם עד כה לא הגיע לידי הכפר אף מסמך רשמי המאשר כוונה כזו מצד המשרד. מאידך, ברור כי כמה מפקידיו הבכירים של משרד הפנים נחושים שלא להכיר בכפר בכל דרך שהיא, והם ממשיכים לקרוא בגלוי לפינויו. השר פינס עצמו לא סתר עד כה את הקריאות הללו, ועד שעה זו לא הודיע את עמדתו הסופית בעניין עתידו של הכפר.
בעקבות זאת תופיע מודעה מטעם התושבים ב'הארץ' ביום ו' הקרוב, שתקרא לשר פינס להכיר בכפר ולקדם את התוכנית שנמצאת על שולחנו. לצורך העניין הוקם גם אתר אינטרנט לכפר (ראו הפנייה בסוף הודעה זו).
מצב משפטי
כרגע עומדים שלושה עניינים משפטיים בהם מעורבים תושבי הכפר:
1. תביעה להרוס את ביתו של מוסטפא אבו הילאל בשל שיפוץ ביתו הישן, פעולה המוגדרת כ-"בנייה בלתי חוקית".
2. ניסיון להרוס את קטע הכביש שנסלל במהלך מחנה העבודה של תעאיוש ב-2001.
3. עתירה מנהלית של דאר אלחנון כנגד הוועדה המחוזית, בשל סירובה לאשר את תוכנית המתאר המוצעת ע"י התושבים.
נוכחותנו במשפטים אלה חשובה ביותר, קודם כל בשל התמיכה המוראלית במאבקם של תושבי הכפר, אבל גם כהפגנה של התמיכה הרחבה לה זוכה הכפר בקרב חברינו וחברותינו.
מה הלאה, ובמה אפשר לעזור?
עם השינויים היומיים במערך הפוליטי בישראל, אנחנו שומרים על דיון מתמיד עם הכפר ובתוך תעאיוש על המשך צעדינו. ביחד עם התושבים בצענו כמה פעולות לובי למען הכפר, ואנו מתכננים מספר פעילויות לעתיד הקרוב.

The past few months have seen some developments in the struggle of Dar El-Hanoun. The DE committee thought it was time to update you Ta'ayushim on these developments.
Background
As most of you know, Dar El-Hanoun is an unrecognized village in Wadi Ara, near Ar'ara. Ta'ayush began its contact with DE in 2001 with a very successful workcamp. During the workcamp we helped the local inhabitants pave asphalt on the dirt road at the entrance to the village. We also built together a small playground next to it. For more on the history of the village see details at the bottom of the message.
Since the workcamp, inhabitants of DE have become active in members of Ta'ayush and Ta'ayush has taken regular part in the struggle of DE for recognition. This struggle has taken different forms, from demonstrations in Wadi Ara (last of them in January this year) through letter writing campaigns and other lobbying activities.
Recent Developments
Several months ago, Ilan Sadeh, head of the Menashe regional council (which DE is currently part of) has agreed for the first time that Dar El-Hanun be separated from the council and included in neighbouring Arara - recognising it as a quarter of Arara. At the same time the head of the Arara municipality, Jamil Marzuk, has agreed to annex DE to Arara. The inhabitants of DE agreed to this solution, with the hope that belonging to Arara will make their struggle for a "legal existence" and for services easier.
As a result of this development the director of the Interior ministry, Oscar Abu Rizak, held several meetings on the matter, one of them in Dar El-Hanoun. The next formal step for such the annexation of DE to Arara should be, so we are told, a declaration of the minister of Interior of his intention to do so and the establishment of a border committee (va'adat Gvulot) for this purpose. However, so far Dar El-Hanoun has gotten no official paper from the Ministry, approving the intention to include Dar El-Hanoun in Arara. On the other hand, it is clear that some of the ministry's high officials are determined not to recognize the village, and they overtly call for having it evacuated. Minister Pines himself has so far failed to declare otherwise, and so far he has made no clear statement on the future of Dar El-Hanoun.
Following this, there will be an ad posted in Ha'aretz coming Friday on behalf of the inhabitants, calling minister Pines to recognize the village and promote the plan that has been submitted to him. A webpage was created for this purpose (see link at the end of this message).
Legal status
There are currently three different court cases that DE is involved in:
1. An legal suit against Mustafa Abu Hillal's because of renovating his old house, which is refrred to as "illegal construction".
2. An attempt to demolish the road paved during the Ta'ayush workcamp in 2001.
3. An appeal of DE (Atira Minhalit) against the regional committee (Va'ada Mechozit) for its refusal to accept DE's planning proposal.
Our presence in these court hearings is helpful, first of all as a moral boost to the Dar El-Hanoun people, but also as a demonstration of the wide support that the village has in our community.
What's next and what can we do to help?
With the daily changes in the political constellation, we are keeping constant discussion with the village and in Ta'ayush forums, to plan our next steps. Different lobbying activities are being held, and new activities are planned for the near future.
