DESTRUCTION CONTINUES
Public attention has recently been focused on the official intention to demolish dozens of buildings in Hebron as an act of collective punishment. Presently, the threat has been thwarted temporarily, and we hope it will not be carried out. Unfortunately, public attention does not focus on house demolitions in mixed cities within Israel's state borders ("the Green Line"), so we shall concentrate here on the towns of Lod and Ramla. Since their occupation in 1948, they have been undergoing methodical destruction. There are merely scant remains of Lod's Old City left, and it resembles a disaster area. In the Old City of Ramla (a neibourhood known there as "the Ghetto") much more has been left intact, but in deplorable condition. Custodian of Absentee Owned Property, has been abusing its duty to maintenance the buildings. Historical landmarks that should have been preserved (mosques, oil presses, parapets, public baths, the old municipality house…) have either been destroyed, are now in various stages of delapidation, or grotesquely restored.
An approach of preservation and reconstruction would have turned these quarters into attractive beauty spots such as the Old City of Acco.
Towards residents who are Palestinian citizens of Israel, the approach is that of a lack
of planning and construction, unlike Jewish residents of these towns,. The solutions for the Palestinian population are far too few and much to late, of poor construction standards, and lacking public services. Other neighborhoods under construction are destined for soldiers who have completed their tour of duty, or for Jewish new immigrants. Access to Arab residents of these towns is blocked, both by pricing and by acceptance conditions of the official resident committee. Evacuation-construction projects are currently housing Jews and evacuating Palestinians. As a result, a phenomenon of construction unrecognized by the authorities has been spreading (otherwise known as "illegal construction"). Man's right to shelter is unassailable. But the demolitions continue. Furthermore, by cynical application of planning and construction laws, houses built prior to 1948 and recognized by the authorities in the past may now be considered "unrecognized", as the land is marked for agricultural or industrial use, ignoring the facts on the ground. The houses are then marked for demolition. Solutions offered to their residents are miserable and insufficient.
The reasoning behind this policy that has been carried out since Ramla and Lod were occupied, is demographic. It continues the expulsion of June 1948 by different means, of which Israeli citizens far from Lod and Ramla are unaware, to say nothing of world public opinion. It aims to prevent the growth of the towns' Arab population. Demolition of ancient Arab buildings and the construction of new Jewish neighborhoods reflect Jewish hegemony in this area. This is a Jewish town.
The present wave of destruction has hit last week. A residence was demolished in the "Train" neighborhood of Lod, The yard around it has been filled with huge boulders, preventing access and possible future reconstruction. There are seven demolition orders pending in the "Samech Chet" neighborhood, delayed for the time being. This renewed policy on the part of Mayor Benny Regev contradicts the late Mayor Maxim Levi's commitment to refrain from any further demolition, unless the building blocks a planned passageway, and then only by consent. It has been made known that a 40 million NIS grant to the city of Lod will follow demolitions. Lod and Acco are towns subject to the Prime Minister's close attention, and he visits them regularly. At his next visit, he would like to enjoy a landscape of ruins. 36 buildings are threatened now, and in the future - nearly two thousand "unrecognized" buildings in Lod.
The sword might be hanging over the heads of tens of thousands.
This is the moment to go out, protest, demonstrate. No more house demolitions anywhere! Equal planning and construction for all!

ההרס נמשך
תשומת הלב הציבורית הופנתה בזמן האחרון לכוונה להרוס עשרות מבנים בחברון, כענישה סביבתית וקולקטיבית. בינתיים האיום נדחה, זמנית, נקווה שלא יתגשם. תשומת הלב הציבורית אינה, לצערינו, מופנית לעבר הריסת בתים בערים המעורבות, בתוך הקו הירוק, וכאן נתמקד בלוד וברמלה. מאז כיבושן ב - 1948, נמשך המהלך של ההרס השיטתי בערים אלה. מהעיר העתיקה של לוד נשארו שרידים עלובים בלבד, והיא נראית כאזור מוכה אסון. בעיר העתיקה של רמלה (אזור הידוע ברמלה בשם ה'גטו') נשאר הרבה יותר, אך במצב גרוע. עמידר, הגובה שכירות מדיירי בתים אלה, בשם האפוטרופוס לנכסי נפקדים, מועלת בחובתה לדאוג לתחזוקת המבנים. מבני ציבור היסטוריים שראוי היה שישמרו (מסגדים, בתי בד, חומות, בתי מרחץ, בית עירייה ישן...) נהרסו, נהרסים, או שמשוקמים באופן מעוות.
גישה של שימור ושיקום היתה הופכת אזורים אלה לשכיות חמדה כדוגמת עכו.
כלפי התושבים הפלסטינים, אזרחי ישראל, ננקטת גישה של חוסר תיכנון ובנייה, בניגוד לתושבים היהודים בערים אלה. הפיתרונות לאוכלוסייה הפלסטינית הם מועטים, הגיעו מאוחר מידיי, בסטנדרד בנייה נמוך, ובלי שרותים ציבוריים. השכונות האחרות שניבנות הן ליוצאי צבא או לעולים חדשים. הגישה לערבים תושבי ערים אלה חסומה, בגלל המחיר או בגלל תנאי קבלה מועדה משכנת. פרוייקטים של פינוי בינוי בונים ליהודי ומפנים את הפלסטיני. כתוצאה מכך נוצרה תופעה נרחבת של בנייה לא מוכרת (הידועה בכנוייה 'בנייה בלתי חוקית'). זכות האדם לקורת גג היא זכות שאין עליה עוררין. אך ההריסה נמשכת. נוסף על כך, עקב שימוש ציני בחוקי התכנון והבנייה, ניתן להפוך בתים שנבנו לפני 1948 והיו מוכרים - ללא מוכרים - מייעדים את הקרקע לחקלאות או לתעשייה תוך התעלמות מהעובדות בשטח. הבתים מיועדים להריסה. הפתרונות המוצעים לתושבים עלובים ולא מספקים.
ההגיון העומד מאחורי מדיניות זו, הנמשכת מאז כיבוש רמלה ולוד, הוא הגיון דמוגרפי. המשך גירוש יוני 1948 באמצעים אחרים, שאזרחי ישראל שלא קרובים ללוד ורמלה אינם מודעים להם, שלא לדבר על דעת הקהל העולמית. המטרה היא מניעת העלייה במספרם של תושבי העיר הערבים. הרס המבנים הערבים העתיקים ובניית שכונות חדישות ליהודים בא לשקף הגמוניה יהודית של המרחב: זו עיר יהודית.
הגל האחרון של מעשי ההרס והחורבן הגיע בשבוע שעבר. בית של תושב שכונת הרכבת בלוד נהרס, והמגרש וסביבתו נזרעו בבולדרים ענקיים, על-מנת להפריע לגישה ולבנייה אפשרית בעתיד. על שבעה בתים בשכונת ס"ח תלויים צווי הריסה, שמעוכבת בינתיים ע"י צווי מניעה. מדיניות מחודשת זו של ראש העירייה בני רגב, באה בסתירה להבטחתו של ראש העיר המנוח מקסים לוי, לפיה לא יהיו יותר הריסות, אלא רק אם הבניין עומד על דרך מתוכננת, וגם אז בהסכמה. נודע שמענק של ארבעים מיליון שקלים לעיריית לוד הותנה בהריסות. לוד ועכו הן ערים בטיפול קרוב של ראש הממשלה, והוא מבקר בהן לעיתים קרובות. לביקורו הבא הוא רוצה לראות נוף של הרס. סך-הכל מדובר ב-36 מבנים על הפרק. ובעתיד - כמעט אלפיים מבנים אינם מוכרים בלוד. החרב עלולה להיות מונפת מעל לראשם של עשרות אלפי בני אדם.
זה הזמן לצאת, למחות, ולהפגין: די להרס בתים בכל מקום שהוא! תיכנון ובנייה ושיוויון לכל!
