Amira Abu Ziad and her demolished house

Amira Abu-Ziad is a widow raising nine children, aged five to 19, and two grandchildren. Due to her poor health, her only source of income is a social security allowance. Until two years ago the family lived in a single room. Abu-Ziad sought municipal and welfare help for her housing problem, but none of the promises she heard ever materialized. Since there is no public construction for Arabs in Lud, she decided to build her own house, next to her sister's. The house was built little by little, and was completed within a year, some five months before the demolition.

During the demolition Amira's two sons, Ahmad and Ibrahim, were arrested, as was her brother in law, Hussein Abu-Ziad. A protest tent was erected at the site of the demolition, and many supporters from Lud and elsewhere came to express their solidarity. The police then contacted the Abu-Ziad family and threatened to keep the family members who had been arrested in custody, unless the protest tent is dismantled. On the other hand, the police said that if the family refrain from protesting they would "receive help". The family complied, the protest tent folded and the many supporters were asked to leave. Needless to say, neither the threat nor the promises have any legal basis, but whoever issued them counted on Amira Abu-Ziad not to know this. They were right. The Abu-Ziad family was bullied out of protesting the injustice inflicted on it.

Under the pretense of promoting the "rule of law", the government and the municipality lead a policy which, rahter than being geared at promoting the welfare of the Arab population in Lud, aims to drive them out of their homes and their city. Championed by PM Sharon, they strive to replace the Arab citizens with an influx of "stronger", i.e. non-Arab population.

The policy of expulsion is already here. It is present in Lud, as well as in other mixed population cities and elsewhere. It has been reported in the press that 40 million shekels were promised by PM Ariel Sharon to the city of Lud, on the condition that homes of Palestinian residents are demolished. The Abu-Zayed home and another house have been demolished since, and almost 2,000 other houses in the city are currently under threat of demolition.

The stated reason for home demolitions is that they are 'illegal' -- that they were built "without permit". But Palestinian residents of Lud are not given construction permits in their city. Rather than being geared toward the welfare of the city's Arab population, the municipality's planning policy -- championed by PM Sharon -- aims to drive them away from their homes and their city. Each house that is torn down sends a message to the Arabs living in Lud: "this is not your home!".

The situation in the Negev and in other mixed-population cities is not much different. Every demolition that goes without response increases the danger to the remaining houses.

On January 14th 2003 we visited the protest tent at the site of the demolition and then continued to City Hall, and held a protest vigil outside while a council meeting was in session.

הגנו על הזכות לדיור!

בבוקר יום שלישי, 7 בינואר 2003, הגיעו כוחות גדולים של משטרת לוד לביתה של אמירה אבו-זיד, אלמנה נתמכת סעד הסובלת מבעיות בריאות רבות ומטופלת בתשעה ילדים בני 5-19 ובשני נכדים. השוטרים הוציאו את בני המשפחה מן הבית בתואנה של "חיפוש" תוך שימוש באלימות, ופנו להרוס את הבית על תכולתו. הבית בן 90 המטרים הרבועים נהרס כליל, ו 13 נפשות נותרו ללא קורת גג.

עד לפני כשנתיים חיה המשפחה בחדר יחיד. פניות לרשויות בבקשה לסיוע במציאת פתרון דיור לא הועילו, ובאין בנייה ציבורית לערבים בלוד, נאלצה משפחת אבו-זיד לבנות את ביתה בעצמה. במשך שנה שלמה נבנה הבית בשלבים, ובנייתו הסתיימה כחמישה חודשים לפני הריסתו.

במהלך ההריסה נעצרו שני בניה של אמירה, אחמד ואיברהים, וגיסה, חוסיין אבו-זייד. בעקבות ההריסה הוקם במקום אוהל מחאה, ותומכים רבים של המשפחה מהעיר, מהגליל והמשולש, באו והביעו הזדהות. למראה התמיכה הציבורית פנו נציגי המשטרה למשפחה ואיימו להוסיף ולהחזיק את בני המשפחה העצורים במעצר אם האוהל לא יפורק. מאידך גיסא, אמרו אנשי המשטרה למשפחה כי אם לא ינקטו כל צעד מחאתי, "יקבלו עזרה". מפחד האיומים פירקו בני המשפחה את האוהל, וביקשו מהתומכים הרבים לעזוב את המקום. למותר לציין כי הן האיומים והן ההבטחות חסרים כל בסיס חוקי, אך מי שהשמיע אותם סמך ככל הנראה על כך שאמירה אבו-זיד ומשפחתה אינם בקיאים בחוק. והוא צדק. מעשה ההפחדה הוכתר בהצלחה.

המעטה של "מינהל תקין" ו"שלטון החוק" שבו עוטפים השלטונות את מדיניות ההריסה של בתי התושבים הערבים בלוד הוא תירוץ בלבד. מדיניות התכנון בלוד אינה מכוונת לרווחתה של האוכלוסיה הערבית בעיר או למתן מענה לצרכיה. להפך: המדיניות נועדה לנשל את התושבים מעירם ומביתם לטובת "אוכלוסייה חזקה", כלומר בלתי-ערבית, שהשלטון המקומי שואף לייבא לעיר, בחסות ראש הממשלה אריאל שרון ובניצוחו הפעיל.

מדיניות הטרנספר כבר כאן. היא מתקיימת בלוד, כמו גם בערים מעורבות נוספות ובישובים אחרים. ידוע, כי מענק של 40 מיליון שקל לעיר לוד הותנה על-ידי ראש הממשלה אריאל שרון בהריסת בתי תושבים ערבים. בית משפחת אבו זיד ובית נוסף בלוד כבר נהרסו מאז, אבל כאלפיים בתים נוספים בלוד נמצאים תחת איום הריסה.

הריסת הבתים מתבצעת בתואנה שהם אינם חוקיים, שנבנו ללא אישור. אבל אישורי בנייה בעיר מגוריהם אינם ניתנים לתושביה הערבים של לוד. מדיניות התכנון בעיר לא רק שאינה מכוונת לרווחת תושביה הערבים – להפך, היא מכוונת לנישולם ולגירושם מביתם ומעירם בניצוחו הפעיל של ראש הממשלה. כל בית שנהרס מהווה מסר לכלל התושבים הערבים: "כאן לא הבית שלכם!"

בנגב ובערים מעורבות אחרות המצב דומה. כל הריסת בית שנותרת ללא מענה מגבירה את האיום על האחרים.

ביום שלישי, 14 בינואר 2003, ביקרנו באוהל המחאה שהוקם בחצר בית אבו-זיד, ומשם המשכנו למשמרת מחאה מול בנין העירייה, בעת קיום ישיבת המועצה.
