Since October 2001
Ta'ayush has been conducting a donation campaign for families living in
the southern Gaza Strip, who lost their property and means of
livelihood as a result of the killings, siege and destruction. The
IDF's operations in the West Bank during the past few months, and in
particular the on-going closure, have created a new situation.
Palestinian communities on the West Bank are completely isolated,
poverty and unemployment have reached indescribable dimensions, and
medical equipment is scarce in all areas of the West Bank. In light of
this, we have thought to direct future donations to communities that
have been especially hard hit especially in Rafah and in other areas of
the Occupied Territories.
We wish to update you on the previous results of this campaign, and to
appeal for your continued support.

Campaign - Updated report
The Rafah project for families in the Southern
Gaza strip, in critical condition, whose homes were demolished, took
place in two rounds. The first round (end of Oct.-end of Nov. 2001)
yielded 43,500 NIS. The second appeal for donations was sent one day
after 60 houses were demolished at Rafah. The response - both from
Israeli donors and from foreign communities and private donors - was
great. This round yielded 105,000 NIS. Almost half the sum was donated
by Israelis. The rest came from various groups in Italy, France,
Germany, Belgium, and Denmark, and from private donors in the U.S. and
Europe. The project was managed, on behalf of Ta'ayush, by Anat Matar,
Yaron Kaspi, and Tamar Pelleg-Sryck (who resigned in March 2002).
The aid-funds were transferred to Khalil Shaheen, a Gaza human rights
activist. The criteria for allocation was undertaken by a committee of
nine human rights activists and social workers from various
organizations, who also distributed the money. The committee consisted,
besides Shaheen, of Abed el-halim Abo Samra, Yousef Ibrahim, Mohammed
Abedallah, Mohammed Abo Obeid, Abeer El-Sha'ar, Rifaat Farhat, Ibrahim
Elhaisami, Hafez Abu Hajjaj, and Jaber Wishab. At the end of every
round of distribution, Shaheen gave us full reports, which included
details of the families and the sums they received, and signatures from
family members confirming the donations. At the moment, 207 families,
or some 1700 people, have benefited from our campaign. Each family
received between 500 to 1,000 shekels ($ 110-220). Most of the sums
were given to families whose homes were destroyed, though some was also
transferred to families who suffer from severe unemployment, to
students from needy families, and to the Association for the Blind in
Khan Yunis. The next sum will be distributed one month from now.
The money has gone mainly to families from Rafah, Khan Yunis, and the
refugee camps near them (like Bureij, Nuseirat, and Shabura). The
recipients are aware, of course, of the fact that the campaign is run
by Israeli citizens, members of Ta'ayush. They have asked to convey
their deep appreciation to all the donors and to let them know that
they are encouraged by the knowledge that there is support from people
in Israel and around the world. Letters of thanks have been received
from the Association for the Blind and from a family of 17 from Al
Qarara. After Ta'ayush's emergency convoy to Jenin, and the mass
protest march that accompanied it, Shaheen received several phone calls
from recipient-families, asking to express their deep appreciation.
Others even offered to return some of the money in order to transfer it
to residents of Jenin and Tul-Karm.
In light of the war crimes we have witnessed in recent months, and
especially in light of the suffocating closure, the condition of
residents of the West Bank has drastically worsened. Research done at
Birzeit University reports on the various hardships of Palestinian
cities and villages: a demolished infrastructure, mass unemployment,
lack of medical equipment, shortage of currency, etc. This on-going
situation is aimed at breaking the Palestinians' spirit and weakening
their hold on their land. Simultaneously, Sharon is accelerating the
military conflict, hoping for an opportunity to fatally damage the
Palestinian national movement. Under these circumstances, which make it
difficult to bring in solidarity convoys to the Occupied Territories,
Ta'ayush has adopted a different strategy of action: mass demos
demanding to transfer trucks full of supplies and medical equipment (to
Jenin and Ramallah). In other cases supply trucks have gone in without
the accompaniment of activists (to Tul-Karm, Kalikilya, and
Beit-Jallah, and one truck, with school equipment, to Gaza).
This new situation calls for a unification of donation-activity for
Gaza and the West Bank This was also suggested by our partners in
Rafah. The shipment of food, clothes and medical equipment is a
political act meant to strengthen Palestinian communities living under
Israeli occupation. This is a concrete expression of solidarity, which
crosses national borders, walls of closure, siege and separation. It is
an important ingredient of our common protest in the face of the crimes
of occupation.

מאז אוקטובר 2001 ארגנה "תעאיוש" מבצע איסוף תרומות
למען משפחות מדרום רצועת עזה, אשר איבדו את רכושן ואת מקורות הפרנסה שלהן
בעקבות ההרג, הסגר וההרס שם. פעולותיו של צה"ל בגדה המערבית בחודשים
האחרונים, ובפרט הסגר המתמשך, יצרו תנאים חדשים. הקהילות הפלסטיניות בגדה
מבודדות לגמרי זו מזו, העוני והאבטלה הגיעו לממדים מפלצתיים, ציוד רפואי
חסר כמעט בכל רחבי הגדה. לאור זאת, חשבנו כי מן הראוי להמשיך בגיוס הכספים
לקהילות אשר נפגעו באופן חמור במיוחד ברפיח בעקבות פעולות צה"ל האחרונות
וברחבי השטחים הכבושים.
לפיכך אנו מבקשים לדווח לכם על תוצאות המבצע עד כה, ולפנות אליכם שוב
בבקשה לתרומה.
מבצע איסוף הכספים - דיווח מעודכן
מבצע איסוף התרומות למען משפחות בדרום רצועת עזה, אשר
ביתן נהרס ומצבן קריטי, התנהל בשני מחזורים. במחזור הראשון (סוף אוקטובר
עד סוף נובמבר 2001) אספנו 43,500 ש"ח. את הפנייה השנייה לגיוס תרומות
שלחנו יום לאחר הרס 60 הבתים במחנה הפליטים רפיח, וההיענות - הן בקרב
תורמים ישראליים והן בקרב קהילות ואנשים פרטיים מחו"ל - היתה גדולה.
במחזור זה גייסנו 105,000 ש"ח. כמעט מחצית מן הסכום נתרמה על-ידי ישראלים.
היתר הגיע מקבוצות שונות מאיטליה, צרפת, גרמניה, בלגיה ודנמרק, ומתורמים
פרטיים מארה"ב ואירופה. את הפרוייקט ניהלו, מטעם תעאיוש, ירון כספי, ענת
מטר ותמר פלג-שריק, אשר פרשה במרץ 2002.
כספי הסיוע הועברו לידי ח'ליל שאהין, פעיל זכויות אדם מעזה. את גיבוש
הקריטריונים למתן הכספים ואת חלוקתם למשפחות ביצעה ועדה שהורכבה, בנוסף
לח'ליל שאהין, מתשעה פעילי זכויות אדם ועובדים סוציאליים: עבד אל חלים אבו
סמרה, יוסף אברהים, מוחמד עבדאללה, מוחמד אבו עובייד, אביר אל-שער, ריפאת
פרהאת, אברהים אלהאיסמי, חאפז אבו ח'ג'ג', ג'עבר ווישא. בתום כל מחזור
חלוקה הועבר לידינו דיווח מלא, הכולל את פרטי המשפחות והסכומים שהועברו
לידיהן בצירוף חתימות של נציגיהן. מספר המשפחות הכולל עומד עתה על 207; הן
מונות כ- 1700 בני-אדם. הסכומים שחולקו לכל משפחה נעים בין 500 ל- 1000
ש"ח. הרוב המכריע של הסכומים חולקו למשפחות שביתן נהרס, אולם חלקם ניתן גם
למשפחות שמצב האבטלה שלהן חמור במיוחד, לסטודנטים ממשפחות נזקקות ולארגון
העיוורים בחאן יונס. את הסכום הבא נעביר בעוד כחודש.
חלוקת הכספים התרכזה באזורי רפיח, חאן יונס ומחנות הפליטים בסביבותיהן
(כגון בורייג', נוסייראת, שבורה). מקבלי הכספים מודעים, כמובן, לכך שאיסוף
הכספים מתבצע על-ידי אזרחי ישראל החברים בתעאיוש. הם ביקשו להביע את
הערכתם העמוקה לכל התורמים ולומר להם, כי הם שואבים עידוד ותקווה מעצם
קיומם של אנשים הפועלים למענם באופן זה, בארץ ובחו"ל. מכתב תודה רשמי ברוח
זו התקבל מארגון העיוורים. לאחר משלוח החירום של תעאיוש לג'נין וצעדת
המחאה ההמונית שליוותה אותו, התקשרו לח'ליל שאהין רבים מבני המשפחות אשר
קיבלו את תרומותינו, וביקשו להעביר לתעאיוש את הערכתם העמוקה. אחדים אף
הציעו להחזיר חלק מן הכספים על-מנת שאלה יועברו לתושבי ג'נין וטול-כרם.
כאמור, לאור פשעי המלחמה בהם חזינו בחודשים האחרונים, ובפרט לאור הסגר
החונק, הורע מצבם של תושבי הגדה המערבית לאין ערוך. מחקרים המבוצעים
באוניברסיטת ביר-זית מפרטים את המצוקות השונות של הערים והכפרים
הפלסטיניים: תשתית הרוסה, אבטלה גורפת, העדר ציוד רפואי, מחסור במזומנים
וכד'. הנצחת מצב זה נועדה לשבור את רוחם של הפלסטינים ולהחליש את אחיזתם
באדמתם. בתוך כך מסלים שרון את העימות הצבאי, בציפייה לשעת כושר לפגיעה
אנושה בתנועה הלאומית הפלסטינית. בתנאים אלה, המקשים על כניסת שיירות
סולידריות לשטחים הכבושים, אימצה תעאיוש בכמה מקרים מתכונת פעולה שונה:
הפגנות המונים בדרישה להעביר משאיות ציוד רפואי ואספקה (לג'נין ולרמאללה).
במקרים אחרים הועברו משאיות אספקה ללא ליווי של פעילים (לטול-כרם,
לקלקיליה ולבית-ג'אלה, ומשאית שהעבירה צרכי בית-ספר לרצועת עזה).
מצב חדש זה קורא לאיחוד פעולות איסוף התרומות לגדה ולרצועה. הצעה זו
הועלתה גם על-ידי שותפינו ברפיח. משלוחי המזון, הביגוד והציוד הרפואי הם
אקט פוליטי, שנועד לחזק את הקהילות הפלסטיניות החיות תחת הכיבוש הישראלי.
הם ביטוי קונקרטי של סולידריות החוצה גבולות לאומיים, את חומות הסגר, הכתר
וההפרדה; הם מרכיב חשוב במחאתנו המשותפת נוכח פשעי הכיבוש.
